This prayer opens Shacharit, the morning prayers. It comes from the Torah portion Balak (Numbers 22:2 – 25:9). Balak brought the seer Baalam up the hill overlooking the camp of Israel, to curse them. Balaam saw the camp, and saw that the tents were set up so that no opening faced the opening of another tent. In humble admiration, he didn’t curse them. Instead, he gave this blessing.
